ОРГАНИЗАЦИОННАЯ И ПРАВОВАЯ ОСНОВА ПАРЛАМЕНТСКОГО КОНТРОЛЯ НАД ГОСУДАРСТВЕННЫМ БЮДЖЕТОМ ВО ВРЕМЯ ПАНДЕМИИ COVID-19

В статье анализируются особенности парламентского контроля над государственным бюджетом в период пандемии COVID-19 на основе научного опыта отечественных и зарубежных стран. Осуществление парламентского контроля над государственным бюджетом в чрезвычайных ситуациях - один из самых спорных вопросов. Этот вопрос особенно актуален в сегодняшнюю эпоху в период пандемии COVID-19. На ранних этапах пандемии COVID-19 во многих странах парламентский контроль над государственным бюджетом был проблематичным по нескольким причинам. Во-первых, законодательному органу угрожали проблемы здоровья и безопасности населения. Во-вторых, правительства просит законодателей пересмотреть бюджет. В результате возникла необходимость в гибком парламентском надзоре. В статье анализируется пример развитых зарубежных стран на основе перечисленных выше проблем. В частности, на примере Великобритании, Дании, Исландии, Испании, Норвегии, Австралии и других стран.
