DEVELOPMENT PRACTICES OF COMPETENCY MODELS IN THE UNITED KINGDOM CIVIL SERVICE

This article analyzes the formation and development stages of competency models in the civil service system of the United Kingdom. It highlights the significance of the competency-based approach in improving the professional effectiveness of civil servants, as well as in personnel selection, assessment, and development processes. The study also examines the content of the key competency models applied in the UK Civil Service, including leadership, management, strategic thinking, results orientation, communication, teamwork, and innovative activity. Furthermore, the article considers the modern transformation of competency models, particularly their enrichment through digital skills and citizen-centered public service principles. The research findings demonstrate that studying the UK experience is of considerable importance for improving civil service systems, enhancing the professional competencies of civil servants, and increasing the effectiveness of human resource management.
