O‘ZBEKISTON IJTIMOIY SOHASIDA KORRUPSIYAGA QARSHI KURASHISH SAMARADORLIGINI OSHIRISH

Ushbu maqolada O‘zbekiston Respublikasida ijtimoiy himoya tizimidagi korrupsiya muammolari tahlil qilinib, unga qarshi kurash samaradorligini oshirish bo‘yicha takliflar ishlab chiqilgan. Maqolada nazariy-huquqiy asoslar (“Korrupsiyaga qarshi kurash” to‘g‘risidagi Qonun, Prezident farmonlari, Davlat dasturlari), raqamli yangilanishlar (Ijtimoiy himoya yagona reyestri, pensiyalarni avtomatik tayinlash) va sotsiologik jihatlar (jamiyatning qarashi, noqulay vaziyatdagi guruhlar) ko‘rib chiqildi. Empirik ma’lumotlar va case-study asosida asosiy korrupsiya sxemalari aniqlangan: nafaqalarni tayinlashda poraxo‘rlik, imtiyozli kreditlarda firibgarlik, in-kind yordamni maqsadsiz taqsimlash, nogironlikni rasmiylashtirishda talon-tortish, byudjet mablag‘larini o‘g‘irlash.
