THE SOCIAL PRICE OF STABILITY: LESSONS FROM THE 2008 CRISIS AND THE RISKS OF “DUTCH DISEASE” FOR UZBEKISTAN

The article analyzes the impact of the 2008–2009 global financial crisis on the socio-economic structure of Uzbekistan. Based on expert assessments, IMF and World Bank data, it examines the transmission mechanisms of external shocks through channels of remittances, commodity exports, and exchange rate policy. Special attention is paid to the social consequences: increased household vulnerability, strengthening of administrative management methods, and the perpetuation of institutional imbalances. The concept of “Dutch Disease” is introduced as a potential risk for the country amid high gold prices. It is concluded that resilience to external shocks should not be achieved at the cost of rising corruption and social dependency. The conclusion presents practical recommendations for institutional reforms to reduce resource dependence risks and enhance social resilience.
