SOCIOLOGICAL ANALYSIS OF THE SYSTEM OF TRAINING PROMISING YOUNG MANAGEMENT STAFF IN UZBEKISTAN

Abstract

This article examines the sociological aspects of improving the system for developing promising young managerial personnel in Uzbekistan. The study focuses on assessing youth participation in the civil service system, leadership competencies, institutional trust, meritocracy, and the effectiveness of personnel policy. An empirical study was conducted using a Mixed Methods Research approach and involved 1,500 respondents across the country. The findings indicate that the civil service is generally perceived by young people as an attractive and promising career field. However, several challenges remain, particularly regarding the transparency of recruitment procedures, the implementation of meritocratic principles, and equal opportunities for promotion to managerial positions. Furthermore, excessive workload, bureaucracy, unfair personnel policies, and the influence of informal networks were identified as key factors reducing young people's interest in public service careers. The results highlight the need to further strengthen institutional mechanisms based on transparency, meritocracy, and greater youth participation in the civil service system.
