ПОВЫШЕНИЕ ЭФФЕКТИВНОСТИ ПРОТИВОДЕЙСТВИЯ КОРРУПЦИИ В СОЦИАЛЬНОЙ СФЕРЕ УЗБЕКИСТАНА

Настоящая статья посвящена анализу проблем коррупции в системе социального обеспечения Республики Узбекистан и выработке мер по повышению эффективности антикоррупционной политики именно в «социальной сфере». В ней рассмотрены теоретико-правовые основы (Закон «О противодействии коррупции», ключевые указы Президента, Государственные программы), проанализированы цифровые новации (Единый реестр социальной защиты, автоматическое назначение пенсий) и социологические аспекты (общественное восприятие, уязвимые группы). На основе эмпирических данных и кейс-стади выявлены характерные коррупционные схемы: взяточничество при назначении пособий, мошенничество в системе льготных кредитов, нецелевое распределение натуральной помощи, вымогательство при оформлении инвалидности, хищения бюджетных средств.
