Abstract

This study investigates the potential and limitations of innovation and technological development in the oil and gas industry of CIS countries, develops strategies and measures to  stimulate  innovation,  and  forecasts  the  impact  of  innovations  on  the  resilience and competitiveness of the industry. A mixed-methods approach, combining literature review, expert interviews, and scenario analysis, was employed to address the research objectives. The study identified   significant   innovation   potential   in   areas   such   as   enhanced oil  recovery  techniques,  digitalization,  automation,  renewable  energy  integration, and environmental impact mitigation. Key constraints include limited investment in research and development, lack of collaboration between industry and academia, regulatory barriers, and insufficient skilled workforce.

Based on the findings, the study proposed strategies and measures to stimulate innovation and technological development in the oil and gas industry of CIS countries. These include increasing investment in R&D, fostering collaboration among industry, academia, and government, implementing supportive regulatory frameworks, enhancing workforce development, and encouraging international collaboration and technology exchange. The scenario analysis demonstrated the importance of proactive policies and targeted investments in innovation and technology development for the future resilience and competitiveness of the industry in the CIS region. This research contributes to the understanding of the complex dynamics and factors influencing innovation and technological development in the oil and gas industry of CIS countries and provides valuable insights for industry stakeholders, policymakers, and regulators.
