PREVENTION OF CRIMES AGAINST FOREIGNERS: FOREIGN EXPERIENCE AND REMOTE SURVEY USING DIGITAL TECHNOLOGIES

The article examines contemporary tourism and migration processes in the Republic of Uzbekistan, analyzing statistical data on the increase in the number of foreign citizens permanently or temporarily residing in its territory. It substantiates the need to improve approaches to the prevention and investigation of crimes committed against foreigners. Based on a comparative legal analysis of the legislation of CIS member states in the sphere of operational-investigative activities, the article argues for the necessity of improving the regulatory framework for the activities of internal affairs bodies, including through the implementation of modern digital technologies, secure online services, and specialized applications for remote interaction with foreign citizens. It also considers the possibilities of using these tools for conducting interviews and ensuring the participation of foreign citizens in certain investigative and operational-search activities via digital means. The practical significance of such solutions is highlighted, particularly in light of the challenges posed by geographical distance, language barriers, and organizational complexities in interacting with foreign nationals. Based on the study's findings, new approaches are proposed for the activities of internal affairs agencies, aimed at improving the effectiveness of law enforcement measures and ensuring the safety of foreigners amidst intensifying tourism and migration.
