Abstract

This article examines the impact of climate change and institutional quality on sustainable regional economic growth in the Khorezm region, based on empirical data. Using statistical data for 2010–2023, the climate vulnerability index (C_t) and institutional quality indicator (I_t) are applied for quantitative assessment. Results show that a 1.3°C increase in average temperature and a three-fold increase in drought frequency reduce regional agricultural productivity by 7–9% annually. Institutional fragmentation reduces water management efficiency by 20–25%. It is substantiated that climate adaptation investments and governance reforms can increase the region’s economic growth rate by 1.5–2 percentage points.
