The article highlights the new system of providing social assistance and services to socially vulnerable groups of the population and an analysis of the reforms carried out in recent years. Modern approaches in the field of social protection of children and the content of the latest global trends are disclosed. Strategies, best practices and practices for institutionalizing residential institutions in developed countries were analyzed on a systematic basis. In the process of institutionalization, the scientific and practical aspects of creating a system of alternative care services and integration into the family and society of people in need of social protection, the content of the gatekeeping prevention system, which ensures their timely identification and provision of the necessary resources, are disclosed.
