Abstract

The article examines the theoretical and methodological foundations and international experience of socially activating unorganized youth. It aims to clarify the concept of “unorganized youth”, to systematize the factors behind this group and to identify elements of foreign models applicable to Uzbekistan. Conceptual analysis, analysis of normative documents and a six-criterion comparative analysis of Germany, South Korea, the USA and Finland were applied. Unorganized youth are shown to be a heterogeneous group shaped simultaneously by institutional, socio-economic, socio-cultural and psychological factors. Foreign models share the principles of inter-agency integration, early identification, individual case management and social partnership, but their effectiveness depends on programme design and context. A four-component model of social mechanisms based on the chain “socialization – social capital – social activity” is proposed, together with ways of adapting it through the mahalla institution.
