The article is devoted to the conception of the human capital as contemporary vital important development factor. The management by analogy with the Western countries led to the strengthening of bureaucratic-administrative methods of management and to the key problems of observes the contracts, transact costs on the way of popular economic activity. The reforms would be effective when the reforms are provided with the methods of including the human capital, his wealth of knowledge, skills and spiritual-practical mind of processes. The article gives the conception of human capital, defines its structure and the results of the sociological survey of human capital in practice.
