COMPETENCES FOR THE REALIZATION OF HUMAN POTENTIAL BASED ON THE WORK SYSTEM «MAHALLABAY»

The article discusses a unique system used in Uzbekistan – mahalla and the “Mahallabai”
work system, the many-thousand-year history of mahalla, stages of development, as well as how to
realize human potential, manage and develop mahalla, and improve the management competencies
of civil servants on the basis of this system. On a scientific basis, the mechanisms of activity aimed
at ensuring professional training, improving the knowledge, skills, qualifications and worldview of
mahalla employees, as well as developing their competencies in working with the population and the
public, interpersonal communication, stress resistance, persuasion, and document management were
considered. Today, the activities of the republican, regional and territorial councils for the further
development and support of mahallas, as well as further strengthening the mahalla work system, the
activities of the mahalla “sevens”, and mechanisms for promoting national unity were discussed.
