Қолаверса, ушбу ҳодисанинг хорижий мамлакатлар тажрибасида, хусусан, АҚШ, Япония ва Европа Иттифоқи мамлакатларида тутган ўрни, ушбу мамлакатларда фаолиятнинг ўзига хос жиҳатлари билан биргаликда фаолиятнинг легаллаштириш оқибати мисоллар ёрдамида очиб берилган. Бундан ташқари, ҳодисанинг фуқаролик жамияти ривожига салбий ва ижобий таъсири ҳамда давлатнинг иқтисодий ва ҳуқуқий соҳаларига қўшадиган ҳиссалари тўғрисида маълумот баён этилган.
