Mazkur maqolada tergov sudyasi institutining shakllanishi va rivojlanish tarixi tahlil qilinadi. Muallif tomonidan Fransiya, Germaniya, Rossiya va O‘zbekiston tajribasi asosida tergov sudyasining huquqiy tabiati, vakolatlari, xalqaro standartlarga muvofiqligi o‘rganilgan. Huquqshunos olimlarning fikrlari ilmiy bahs doirasida tahlil qilinib, tergov sudyasi institutining mustaqilligi, samaradorligi va rivojlanish istiqbollari yuzasidan muallifning nazariy yondashuvi bayon etilgan. Maqola tergov sudyasi institutini takomillashtirish bo‘yicha aniq takliflar bilan yakunlanadi.
