SOME OBSERVATIONS REGARDING CRIMINAL LIABILITY FOR ILLEGAL TRADE OF POISONING SUBSTANCES

Ensuring the rights and freedoms of the individual, including protecting the life and health of all citizens, is also part of the state's responsibilities. At the same time, the state must take all legal, practical, and other measures. Therefore, in order to protect these rights and freedoms, the state establishes certain types of restrictions and applies legal measures, including those established by criminal legislation, to persons violating these restrictions. Protecting the health of the population and the national gene pool is one of the important factors in ensuring the sustainable development of society. Today, the unrestricted circulation of potent and poisonous substances such as narcotic drugs and psychotropic substances has already turned into a state that negatively impacts human life, public health, and the national gene pool. Illegal trafficking in toxic substances in our country has long become a serious threat to human life, public health, and public safety, negatively impacting the criminogenic situation in the country, leading to an increase in organized crime and an increase in the number of unhealthy, substance-dependent individuals in society.
