This article provides a comprehensive scientific and theoretical analysis of the concept of persons
with disabilities. It examines existing approaches in this field, particularly in the context of the social
and legal reforms carried out in recent years. In particular, the adoption of the Law "On the Rights of
Persons with Disabilities" in the Republic of Uzbekistan on October 15, 2020, has fundamentally
transformed the approach to this issue and created the need to reconceptualize the status of persons
with disabilities within society. The article emphasizes that, based on this law, disability should be
understood not only as a medical condition but also as a socio-legal phenomenon that must be
considered within the framework of human rights and freedoms. Furthermore, the differences
between the social model and the legal model in expressing the concept of persons with disabilities
are thoroughly analyzed, including the advantages and disadvantages of both approaches. The article
particularly stresses the priority of the legal model, since persons with disabilities are recognized as
members of society entitled to exercise their rights, freedoms, and legitimate interests. Based on
existing definitions, the author has developed a new, more accurate and modern socio-legal definition
of persons with disabilities, grounded in an original authorial approach. This definition aligns not
only with the foundations of national legislation but also with international legal standards and
contributes to ensuring the equal participation of persons with disabilities in society
