IMPROVING THE ORGANIZATIONAL AND LEGAL FRAMEWORK FOR ENSURING HUMAN RIGHTS, FREEDOMS AND LEGITIMATE INTERESTS IN OPERATIONAL-SEARCH ACTIVITIES

Abstract

The article revealed that the organizational activities of internship personnel in ensuring human rights, freedoms and legitimate interests in operational-search activities do not fully meet the requirements of the present time. Based on the study of empirical materials and problems encountered in practice, the order of operation of operational departments performing operational-search faliat was justified by the need to establish new units to prevent the duplication of the employee's Service task. Based on the type of currently most common crimes or the content of appeals from individuals and legal entities, the distribution of daily (current) functions has been determined. Reports on the work carried out as a form of control over this process were positively assessed on the scope of influence on the transfer of the power to request and study to the prosecutor, on the observance of human rights. It was classified that these reforms are inextricably linked with the revision of the state unit of employees, the daily mode of operation and the improvement of their material bases. Opinions were expressed about the content of operational-search measures related to the restriction of the constitutional rights and freedom of the individual, the procedure for sanctioning the judge of the investigation for their conduct, and it was proposed to make an appropriate amendment to the legislative norms. In addition, the issue of domestic, foreign and international cooperation was also considered by digitizing the activities of operational units.
