ISSUES OF RESPONSIBILITY FOR CRIMES COMMITTED AS A RESULT OF HOLIGANITY IN THE FOREIGN COUNTRIES

In the national legislation of all States of the world, special importance is attached to ensuring human rights and freedoms, in particular the protection of life, health, honor and dignity of the individual from various criminal encroachments. The Universal Declaration of Human Rights recognizes that "the inherent value of all members of the human family and the recognition of their equal, inalienable rights are the foundation of freedom, justice and universal peace." Comprehensive measures are also being taken in our country to prevent offenses, in particular, in order to increase the legal awareness and culture of the population, improve the interaction of state bodies and civil society institutions. In the article, the author examined issues of liability in some foreign countries for crimes committed as a result of hooliganism. In particular, the characteristics of the norms of responsibility for crimes committed as a result of hooliganism in the criminal legislation of the developed countries of Europe, their main types, in particular, intentional murder as a result of hooliganism, intentional infliction of grievous and moderate bodily harm and other crimes were analyzed, and the corresponding scientific and theoretical conclusions were made.
