FEATURES OF THE CONSTITUTIONAL REFORMS OF THE NEW UZBEKISTAN: THEORETICAL AND LEGAL ASPECTS

The article discusses constitutional reforms, legislation and legal propaganda in bringing them to the general public, as well as improving the legal culture of the population. The author paid special attention to the role and importance of legal propaganda in ensuring the rule of law in all spheres of activity of the state and society. The importance and relevance of the reforms carried out in the constitutional sphere in Uzbekistan has historical and legal significance. Therefore, it attached great importance to the relationship between human rights and freedoms and the level of legal culture, and also emphasized the improvement of legal culture among the population, especially among young people. In particular, the question was considered whether the work outlined and carried out in the development strategy is primarily aimed at glorifying human values, fully satisfying human interests, and the author also studied the introduction of additions and amendments related to the current Constitution from the point of view of protecting the socially vulnerable segment of the population. Since one of the main problems here is the fact that it is connected with the social protection of the population, the author touched upon the legal foundations of state policy. The theoretical and legal foundations of increasing the personal rights and social activity of each citizen were also studied. The article analyzes the positive work aimed at supporting the needy segments of the population and reducing poverty as a result of the reforms carried out in Uzbekistan to protect the population in need of social assistance from the state during the renewal period. The views of Eastern thinkers on increasing the legal and social activity of the population were also studied. In particular, in the political and legal legacy of Abu Narsa Farabi, legislative issues were studied in a comparative way. New characteristics of constitutional islands in the field of human interests and rights are shown.
