Behbudi appeared in Turkestan in the early twentieth century as a defender of the rights and freedoms of citizens. All his activities are aimed at restoring the rights and freedoms of citizens.
The researcher studies and analyzes the writings of Behbudi as a human rights defender. He devoted all his work to the social protection of citizens.
Behbudi did everything possible to build an independent state of law, a state that protects human.
