LIABILITY ISSUES OF PARLIAMENT AND GOVERNMENT IN STATE GOVERNANCE SYSTEM OF FOREIGN COUNTRIES: COMPARATIVE AND LEGAL ANALYSIS

This article highlights the content and essence of the theory of separation of powers, recognized in the legislation of foreign democracies. The participation of the parliament in the process of forming the government, comparative and legal analysis of the liability of the parliament and the government in public administration, as well as the experience of foreign countries in the constitutional and legal responsibility of the legislature in state governance. The article analyzes the importance of not only the responsibility of the government in parliamentary-government relations, but also the constitutional and political responsibility of the legislature, the practice of resolving disputes between the highest bodies of state power, in particular the parliament and the government, in the legislation of many developed democracies.
Moreover, the author concluded that the introduction of best international practices in national legislation to improve the organizational and legal mechanism of relations between parliament and government in the system of state power of the Republic of Uzbekistan will help to achieve a completely new level of parliamentary and government relations and developes relevant proposals and recommendations on liability issues.
