EXPERIENCE OF FOREIGN COUNTRIES IN THE IMPLEMENTATION OF MASS DISORDERS PREVENTION

This article analyzes the legal, organizational, and criminological experience of foreign countries in the field of preventing (profiling) mass disorders. The author has studied the public security systems of the United States, the United Kingdom, France, Germany, and the member states of the European Union, and conducted a comparative analysis of their most effective elements. The study also examines advanced principles of police activity in preventive processes, such as ensuring human rights, establishing reliable communication with the public, effective use of information technologies, and minimizing the use of force. The article highlights the institutional foundations of prevention, cooperation with the public, information analysis, and the importance of early warning systems as general regularities of foreign experience. At the same time, the author scientifically evaluates the possibilities of adapting foreign models to the conditions of the Republic of Uzbekistan. The results of the research have methodological and practical significance for law enforcement agencies, criminologists, legal scholars, and practitioners.
