STAGES OF EMERGENCE OF ADMINISTRATIVE AND LEGAL DISPUTE: THIRD AND FOURTH STAGES

In this article (within the framework of the dissertation research), the author has scientifically developed and systematized a stage-based model of administrative and legal disputes. Specifically, the idea is proposed to divide the process into the following stages: (1) an individual's entry into administrative and other public-legal relations, (2) the latent (hidden) stage, (3) the confrontation process, and (4) the legal conflict (dispute) stage. These stages are the result of the author’s theoretical research and personal analysis and are substantiated in terms of their alignment with current legal practice. As a continuation of the initial article, this paper analyzes the third and fourth stages of the formation of an administrative and legal dispute. The author advances the idea of applying scientific, practical, and innovative methods for identifying and resolving disputes at the early stages of their emergence, particularly through the use of artificial intelligence and data analysis tools.
