THEORETICAL AND LEGAL BASIS OF THE INCLUSION OF YOUNG PEOPLE WITH DISABILITIES THROUGH HIGHER EDUCATION AND ANALYSIS OF THEIR SOME ASPECTS

Today, several legal benefits are establish for persons with disabilities in terms of access to higher education institutions. In particular, Article 38 of the Law “On the Rights of Persons with Disabilities” provides a 2% admission quota for applicants with first- and second-degree disabilities. Access to higher education for persons with disabilities ensures they receive a certain level of professional education. This article provides an in-depth analysis of the issues related to the admission of persons with disabilities to higher education institutions, as well as the organization of examination procedures for them.
