The article covers the scientific and practical aspects of the formation of the income base of local budgets, ensuring the effectiveness of income and expenses of local budgets. Based on the rational use of the economic potential of the regions, as well as on the rational and effective use of local budget expenditures, the possibilities of ensuring the stability of the income of local budgets are given. Based on the studies, practical recommendations were developed.
