The article analyzes the rich spiritual heritage and political activities of Mahmudhoja Behbudi, the leader of the Turkestan Jadid movement, in particular, his "Project of Cultural Autonomy of Turkestan" submitted to the State Duma of Russia in 1907 and his "Testament" written in 1919. Behbudi's project demands cultural and political freedom for the peoples of Turkestan, independence for schools and madrasas, and justice in the distribution of land and water. The history of the archive where the project was found is also covered.
