In the study, the seizure of power by the Soviet regime with the help of force of arms and the structure of the Council of People’s Commissars of Turkestan in the region are highlighted in the study. The policy of the Council of People’s Commissars in the Turkestan ASSR in 1917-1924 in the cultural and educational sphere, its essence and the mechanism of its implementation, features are analyzed. The main purpose of this study is to study the role and importance of the Council of People’s Commissars of Turkestan during the rule of the Soviet system in the country, as well as the strengthening of the Soviet power and ideology.
